He does not mean this in the sense in which George Lakoff, Mark Johnson and their school claim that cognition is based on metaphors. But I suspect Hutchins is one of those people who use ``metaphor'' as a synecdoche for ``figure of speech,'' and are unclear on the distinction between a figure of speech and a hypothesis. (The precise use of words is not among his strengths.)
